In order to ensure the safety of potentially explosive areas, two decrees entered into force on 1 July 2003: Decree 1999/92/ Council of Europe (ATEX 137) and Decree 94/9/ Council of Europe (ATEX 95). This is the famous Explosive Air (ATEX) decree, ATEX stands for explosive air (in French, the deflagrancy of air).
These two ordinances will have an important impact on companies engaged in acts that pose a deflagrant hazard (flammable gas, steam or dust) and on manufacturers of equipment used in deflagrant air. Decree 1999/92 of the European Council (ATEX137), which describes the minimum regulations aimed at improving the safety and physical protection of staff in explosive hazardous environments, states that employers are obliged to take measures to minimize or eliminate risks to staff.
Decree 94/9 of the Council of Europe (ATEX 95 or formerly ATEX 100a) covers electrical, mechanical and protective systems for use in areas of potential deflagrant potential, as well as safety and control equipment installed outside areas of potential deflagrant potential for explosivity protection.
The Explosive Air (ATEX) Act 95 classifies equipment into different groups and classes depending on the place of use and the level of protection. The first group of equipment is suitable for mining equipment, while the equipment used in other sectors is automatically classified into the second group. In Group 2 there are 3 categories:
Category 1: Equipment with very high protection standards
Two separate protection laws are required here: such equipment must have an effective high degree of safety in the event of two simultaneous and separate accidents.
Category 2: Equipment with high protection standards
Such equipment should be suitable for normal working conditions (according to the manufacturer's requirements) and in the case of frequent interference.
Category 3: Includes equipment that operates according to the parameter standards established by the manufacturer
